WORK EXPERIENCE:
1997 - present Sole Practitioner: Law Offices of S. Joshua Berger, Saipan, Commonwealth of the
Northern Mariana Islands, (CNMI). General practice of law with emphasis in business, especially collections, real property and civil litigation. As of June,
2009, also acts as Administrative Hearing Officer for the CNMI Public Utility
Corporation.
1995 - 1996 Corporate Counsel: Tan Holdings Corporation, Saipan, CNMI. Inhouse
counsel for this large corporation. Handled all legal issues for numerous
companies, which included a finance company, insurance company, a freight forwarder,
and a travel agency, with emphasis on collections and general civil litigation.
1993 - 1995 Associate: White, Pierce, Mailman & Nutting, Saipan, CNMI.
Handled full civil case load emphasizing collections and civil litigation. Also
represented clients in criminal and administrative law matters.
1990-1993 Defender of the Fund: Republic of the Marshall Island Nuclear Claims Tribunal.
General Counsel for this International Tribunal. Prosecutorial oversight of
$183 million distributed to the atolls most seriously damaged by the U.S. Nuclear Testing
Program. Review of all personal injury and class action property claims submitted to the
Tribunal.
1987 - 1990 Sole Practitioner: Law Offices of S. Joshua Berger, Fairbanks, Alaska. General practice of law with emphasis in criminal defense, administrative, and
juvenile law. Drafted appeals for the State of Alaska. Became proficient in computerized
legal research.
1985 - 1987 Associate: Law Offices of Guess & Rudd, Fairbanks, Alaska.
Maintained
civil case load for large Alaska law firm which specialized in commercial law.
1980 - 1985 Assistant District Attorney: State of Alaska, Fairbanks, Alaska.
Prosecuted felonies and misdemeanors throughout Alaska. Performed case review and
submitted cases to the grand jury. Litigated numerous jury and court trials. Includes two
year period as criminal prosecutor for city of Fairbanks, Alaska.
