2001-present: Private Practice in Saipan, CNMI. Bankruptcy and Consumer Debt, Corporate Law, Family Law, Transactional, Property Law, Criminal Law and Probate.
1998-01: Legal Counsel to the Mayor of Tinian and Aguiguan, CNMI. Full range of Municipal Law and chief legal advisor to all Executive Branch Directors. Chief Negotiator to the United States Navy (COMMARPAC) over land on Tinian, Historical Artifacts and other matters.
1993-98: Office of the Attorney General, U.S. Commonwealth of the Northern Mariana Islands (CNMI). Chief of the Civil Division, Chief of the Criminal Division, Acting Attorney General. Researched and wrote a 365 page National Penal Code for the Commonwealth.
1982-93: Associate Justice of the Supreme Court of the Republic of Palau (U.S. Trust Territory and then independent nation with Compact of Free Association with the United States.) Served at Trial and Appellate level. Was presiding judge at the Trial of defendants charged with assassinating the first President of Palau, Haruo Remeliik.
1975-82: Santa Barbara Calif. District Attorney’s Office. Assistant District Attorney for the North County. Supervised three District Attorney Offices in Santa Maria, Solvang and Lompoc, Calif., tried felony jury trials and handled daily calendars in Superior Court. Ran for District Attorney of a proposed new County consisting of the North County of Santa Barbara (possible under Calif. Law if people support by referendum). Won the election. The referendum failed.
1974-75: Los Angeles County, Calif. City Attorney’s Office. Chief of the Criminal Justice Planning Division. Trained 24 new-hire attorneys in trial techniques and prosecutorial skills.
1970-74: Los Angeles County, Calif. Deputy District Attorney. Felony Trials and Training Officer.
1961-70: Los Angeles County, Calif. Probation Officer. Served as Juvenile P.O., Adult Investigation and Supervision P.O., Training Officer.
